i want to start with drawing on my PC as well, but i don't know any programs that are good for starters(or any at all for all that matter) so do you have any suggestions?

Well. . . I recommend Adobe (Macromedia) Flash, SketchBook (I'm new to that but it's good) and Photoshop (a bit complex to start with though).
Don't start with Paint, Don't even go there :P
